The final plan for Colorado’s producer responsibility program for packaging and paper is officially approved. This milestone reflects the leadership of CAA and the results of collaboration among producers of packaging and paper products, the Colorado Department of Public Health & Environment, local governments, businesses, nonprofits, recyclers and communities across Colorado. The program is projected to more than double the state’s recycling rate for packaging and paper by 2035.
What’s next? Rolling up our sleeves and putting the plan into action. That means building stronger recycling systems, expanding access for communities and continuing to support producers every step of the way. Local governments and recycling processors, including material recovery facility and transfer station owners, are encouraged to submit an interest form and begin the request for reimbursement process.
Early in 2026, CAA will provide more information on participation and reimbursement for private and nonprofit businesses that provide subscription-based recycling collection services. Also in 2026, funding will become available for compost facilities to lower contamination management costs and improve processing and recovery of certified compostable packaging.
